For the entire nine years that I served on the Austin City Council, I was interested in the efficient operations of the Capital Metropolitan Transportation Authority. I was involved in the appointment of several Capital Metro board members during those years. My service on the Austin Transportation Study made me keenly aware of how mobility issues affect our entire city.
The drop in Capital Metro ridership and the raising of their sales tax rate to a full one-cent level now leads me to support a major change in the way the board is selected.
I now support an elected board for Capital Metro. One way to achieve this in the 75th regular session would be to pass House Bill 2231 by State Representative Terry Keel. The election of board members by single-member-districts will bring forth a more diverse and more responsive group of elected officials. The electoral process will force all candidates to put forth practical positions that can either be accepted or rejected by the voters.
There are several other issues that you will also address in regard to this agency during this regular session. I would be pleased to discuss the issue of an elected board and other matters with you at your convenience.
